Hospitals and Eligible Professionals (EPs) need to attest to demonstrating Meaningful Use of certified EHRs (electronic health records) to qualify for an incentive payment via the Medicare HER Incentive Program administered by the Centers for Medicare & Medicaid Services (CMS). However, those medical practitioners who are eligible for the Medicaid EHR Incentive Program do not need Meaningful Use attestation in the first year of participation, but most adopt, upgrade, or implement to an EHR system to get an incentive payment from their respective states.
